Children & Youth Experiencing Homelessness Have the Right to a Free, Appropriate Public Education
Welcome to the Homeless Education Program, a supportive program for
children, youth and their families in transition. Our program
implements the McKinney-Vento Homeless Assistance Act and ensures that
homeless students have access to the same free and appropriate public
education provided to other school students within the district.
Additionally, we offer linkages to school/community/county resources and
support to achieve stability and the confidence for success in school.
Also, we can provide school backpacks, school supplies and
assistance with transportation and school clothing as appropriate for
students who meet the eligibility criteria for the McKinney-Vento
Homeless Assistance Act.
McKinney-Vento Homeless Assistance Act
Title X, Part C, of the No Child Left behind Act in January 2002
ensures educational rights and protections for pre-schooled-aged and
school-aged children who lack a fixed, regular, and adequate nighttime
residence such as the following:
· Temporarily in a house with more than one family due to loss of housing, migratory reasons, or economic hardship (Doubled-up)
· In a trailer park/campsite or car due to loss of housing, migratory reasons, or economic hardship
· In a substandard housing (without electricity, water or heat)
· With temporary short term foster care or with an adult who is not your parent or guardian
· In a motel or hotel
· In an emergency shelter, transitional shelter, or domestic violence shelter
· With friends or family because you are a runaway or an unaccompanied youth
· Other location not appropriate for people (abandoned building)
If you or your family live under these conditions you have the right to:
· Go to school, no matter where you live or how long you have lived there.
· Continue in the school you last
attended before becoming homeless or the school you last attended, if
that is the parent's or guardian's choice and is feasible.
· Receive transportation to the
school you last attended before your family became homeless or the
school you last attended, if a parent or guardian requests such
transportation.
· Attending a school and participate in school programs with children who are not homeless.
· Enroll in school without giving a permanent address.
· Enroll and attend classes while
the school arranges for the transfer of school and immunization records
or any other documents required for enrollment.
· Receive the same special programs and services, if needed, as provided to all other children served in these programs.
· Receive transportation to school and to school programs comparable to that provided to children who are not homeless.
